PHODAR организует Восьмую международную фотобиеннале. Тема этого фестиваля — «Глокализация». Термин, придуманный в конце 1980-х имеет два противоположных прочтения. Это сопротивление культурных различий перед глобальными тенденциями, или, как обычно говорят, отражение связи между исключительностью и многообразием.
Принимаются монохромные и цветные цифровые изображения в формате JPEG, минимум 2000 пикселей по большей стороне, но не более 2 Мегабайт, а также бумажные копии не более 50 см по длинной стороне. Кроме того, необходимо указать год, когда были сделаны фотографии, приложить портрет автора и краткую биографию. Не принимаются работы, уже участвовашие в прошлых биеннале PHODAR. Помимо экспозиции , авторы лучших серий получат денежное вознаграждение. Гран при — 750 евро. Награды в разнообразных секциях — от 200 до 500 евро.
Работы принимаются от фотографов со всего мира.

PHODAR BIENNIAL 2013
REGULATIONS
1. PHODAR Foundation organizes the Eighth International PHODAR Biennial. The topic of this edition of the Salonis Glocalization. The term, coined in the late 1980s, has two opposing readings – resistance and adaptation of cultural diversity to global tendencies. Or, generally speaking, it reflects the relationship between oneness and variety. The competition is open to artists from around the world.
2. The Salon accepts monochrome and colour digital photographs in JPEG format with a minimum of 2000 px on the long side, not larger than 2 MB or paper copies up to 50 cm (long side). We do not accept works which have participated in previous editions of the PHODAR competition. Information about the files including the year of the pictures, an author’s portrait photo and a short biography should also be submitted in digital form for publishing in the event catalogue.
3. On the back of each photo (in the bottom right corner) the following should be written: name of the work, year of capture, author’s name, address and country, image number for works of a series / cycle along with a scheme of display (for participation in the second and third section). The picture number is the one on the scheme of display.

Please label all solid packaging to ease their return.
The pack should not exceed 2 kg.
The transportation costs are covered in full (in both directions) by the author.
For photos on paper the fee of 30 Euros for the return mail has to be covered by the participant. The money can be sent in a sealed envelope put in the pack with photos or by bank transfer to the following account:

5. Categories:
The First section includes a file of 5–12 digital photographs with coherent sound.
The Second section is for a file of 5–12 photographs with coherent sound, printed on paper.
The Third section – Photo School is for authors who are in a learning period or in their early career. They can send photographs for the first or second section for which the general conditions apply. However, on the back of each hard copy or digital collection the author must write “Photo School”.
6. Every author has the rights to participate in one of three sections with one file
7. The PHODAR organizers reserve the right to publish the works as publicity of the Salon.

Award for Humanistic Photography – 500 Euros
Award in Section I – 400 Euros
Award in Section II – 300 Euros
Award in Section III – 200 Euros
Special Prize of the Salon – the PHODAR Statuette
The awarded works on paper copies remain the property of the PHODAR BIENNIAL Foundation.

Selection of works: 5–6. 03. 2013
Exhibition: 26.04 – 7.06.2013, Iliya Beshkov Art Gallery – Pleven (Bulgaria), opening: 18'30 pm
The exhibition will be accompanied by personal and collective exhibitions, and theoretical two-day seminar on the subject of Glocalization.

RÈGLEMENT
1. La Fondation PHODAR organise la huitième Biennale Internationale PHODAR. Le thème de cette édition du Salon est la Glocalisation. Le terme, créé dans les années 1980, a deux lectures opposées – la résistance et l'adaptation de la diversité culturelle aux tendances mondiales. Ou, de façon générale, il reflète la relation entre unité et diversité. Le concours est ouvert aux artistes du monde entier.
2. Le Salon accepte des photos numériques monochromes et couleurs au format JPEG avec un minimum de 2000 px sur le côté long et n’excédant pas 2 Mo, ou des copies sur papier jusqu'à 50cm (côté longueur). Nous n'acceptons pas des œuvres qui ont participé aux éditions précédentes du concours PHODAR. L’information concernant les fichiers, y compris l'année de la prise de la photo, ainsi qu’une photo de l'auteur et une courte biographie doivent être également présentées sous forme numérique pour être publiées dans le catalogue de la manifestation.
3. Sur le dos de chaque photo (dans le coin en bas à droite) doit être écrit le suivant: nom de l'œuvre, année de la prise, nom de l'auteur, adresse et pays, numéro de l'image pour les œuvres d'une série ou cycle et le plan d'arrangement (pour la participation à la deuxième et à la troisième section). Le numéro de la photo est celui qui figure sur la liste accompagnant l’envoi.

Prière d’étiqueter tous les emballages solides pour faciliter leur retour.
Le paquet ne doit pas dépasser 2 kg.
Les frais de transport sont pris en charge dans leur intégralité (dans les deux sens) par l'auteur.
Pour les photos sur papier la taxe de 30 euros pour leur retour doit être prise en charge par le participant. L'argent peut être envoyé dans une enveloppe scellée mise dans le paquet de photos ou par virement bancaire sur le compte suivant:

5. Catégories:
La première section comprend un fichier de 5 – 12 images avec son cohérent.
La deuxième section est pour un fichier de 5 – 12 photos avec son cohérent, imprimés sur papier.
La troisième section – Ecole Photo est pour les auteurs qui sont dans une période d'apprentissage ou au début de leur carrière. Ils peuvent envoyer des photographies pour la première ou la deuxième section dont les conditions générales sont applicables. Sur le dos de chaque photo sur papier ou collection numérique l'auteur doit écrire «Ecole Photo".
6. Chaque auteur a le droit de participer à l'une des trois sections d'un fichier.
7. Les organisateurs de PHODAR réservent le droit de publier les œuvres pour la publicité du Salon.

L'exposition sera accompagnée d'expositions personnelles et collectives, et d’un séminaire théorique de deux jours sur le thème de la Glocalisation.
